FORTRESS STANDING ORDERS.


SECTION III - LEAVE, FURLOUGHS AND PASSES, DRESS, ROUTE MARCHING, PARADES.

LEAVE.

52.     All applications for leave of absence, except in urgent cases, should be despatched so as to reach the headquarters office ten clear days before the commencement of the leave.

53.     No leave will be given during field training and musketry.

54.     Subject to the above, officers commanding corps are Powers of authorized to grant leave of absence to officers under their command, under the following conditions:

(a)     Such leave. will not exceed 3 days with no extension, and will be reported to the D.A.A.G.

(b)     An officer, whose name has already appeared in orders for any garrison duty, is ineligible for such leave, except in very special cases.

(c)     O.C. corps are not to absent themselves without leave from headquarters.

55.     Officers on the F. O.'s roster proceeding on leave of absence for less than one month will make up arrears of duty on their return. Officers drawing forage will state on their applications the number of horses they leave at the disposal of the public service.

56.     Officers commanding corps may grant leave of absence in Nova Scotia to warrant officers under their command for a period not exceeding 3 days, without extension.

FURLOUGHS AND PASSES.

57.     C.O.'s are authorized to grant passes within the Maritime Provinces to soldiers for 6 days. All furloughs beyond the six days will be submitted for approval.

58.     When a man applies for extension of furlough or pass owing to infectious disease, his C.O. will communicate with the medical authority in charge of the case at the place where the man is, with a view to obtaining such information as will insure a sufficient extension being given to prevent the man returning to Halifax while in an infectious condition. A copy of the correspondence will be forwarded to the P.M.O.

59.     C.O.'s may grant passes to wear plain clothes for bona fide purposes of recreation. On each pass will be stated the date, time, and distinct purpose for which the pass is granted. No permanent passes of this nature will be given.

60.     The following paragraph is to be read on three successive parades after arrival of a corps:-

"The military police have instructions to examine the passes of all soldiers below the rank of sergeant. N.C.O.'s and men will produce their passes when demanded by the police."

DRESS.

61.     Officers on garrison duties will perform all duties, except garrison boards, in undress order. At garrison boards officers will wear drill order, without swords.

62.     Officers invited to dine with, or attend evening entertainments by:

will wear mess dress. Notification will appear in fortress orders on other occasions when mess dress should be worn.

63.     At afternoon entertainments at Government House and on board His Majesty's ships and foreign men-of-war, officers will appear in undress uniform with swords.

64.     The "walking out" dress of all corps will be as laid down in paragraph 1987 K.R.

65.     The wearing of winter dress will be left to the discretion of C.O.'s.

ROUTE MARCHING.

66.     During the winter months route marching will be practised as follows:

R.C.G.A. once a week; infantry battalion once a week; R.C.E. once a fortnight.

67.     A return will be rendered by the 5th of each month, showing the dates of marches, together with a parade state, distance marched, route traversed, time taken.

68.     When corps are unable to carry out the prescribed route marches, a report will be furnished to the D.A.A.G.

PARADES.

69.     When parades are ordered to be as strong as possible, the following men only will be exempted from these parades:

ROYAL C. ENGINEERS.

As above, in so far as it applies, and in addition, any men whose presence is considered necessary on the public works superintending civil labour, &c., may be exempted. C.P.A. S.C. will not parade unless specially ordered.

70.     All men on garrison employ will be in the ranks at the annual inspections parades of their corps (signalling detachment at Camperdown excepted).

71.     On ceremonial parades the garrison sergeant-major will rope a space round the saluting flag and line the parade ground with G.M.P.

72.     The R.C.G.A. will furnish a fatigue party of 1 sergeant, 1 corporal, and 20 men to rope off enclosures, under the direction of the garrison sergeant-major.
